ICCIC highlights issues related to GST, Agri, Registration & Transport

Ahead of the presentation of State Budget for 2021-22, the Commercial Taxes Department of Tamil Nadu Government organized a meeting with the representatives of Trade and Industrial associations at Chennai to discuss the budget proposals on Saturday.

C.Balasubramanian, President of Indian Chamber of Commerce & Industry, Coimbatore, was invited to attend the meeting which was presided by Minister of Finance Palanivel Thiaga Rajan and Minister for Commercial Taxes P. Moorthy . He represented the Chamber and submitted the suggestions and views of the members on the issues related to GST, Registration , Transport and Agriculture.

Regarding GST, the Chamber appealed that a settlement scheme can be introduced for Entry Tax, VAT and CST issues. It also had asked to conduct Regular monthly grievance meetings of Dealers in the regional level and quarterly meetings in the State level. ICCIC also suggested the State that it can appeal to the GST council to include Petroleum products under GST.

Regarding Registration, Chamber stated that property registration in the name of women can be given a concession of 50% of the registration charges. Properties registered and sold within a period of 5 years may be given the benefit of set-off of stamp duty already paid at the time of purchase. Electronic Stamp Paper may be introduced in place of paper Stamp Paper. Also, appointment time given online to be adhered, so that people need not wait for long hours for registration.

As a one time measure due to Covid, a reduction in registration on Stamp duty may be considered. Two wheelers registered in the name of women can be given a concession of 50%. This will empower the working women who commute by two wheelers. With regards to agriculture, it said that due to labour shortage in agriculture because of migration of workforce to nearby cities and towns, subsidised equipment purchase schemes may be considered for farmers.

In buying equipment like sprayers, motor pump sets etc, farmers can be given the option of choosing the brands which they like. Because, some of the brands available are Chinese brands with changed Indian names and their quality is inferior. To solve this issue, the subsidy amount can be recommended / fixed and not the brand or supplier to be fixed by the Government.
